Abstract

 

The focus in this study is on the factors influencing organizational learning within a complex system such as Air Traffic Control and on testing a struct= ured method to measure this. Using qualitative methods including interviews, observations and written material available I compiled the inside out perspective and compared with the available theory. The research includes a search for answers to the cause effect hypothesis of incident reporting and learning. How and by what means is the learning actually taking place.  Furthermore the research led me th= rough some interesting steps including the path from "The old view" tow= ards "The new view" and on the complexity of incident reporting scheme= s as well as the problems attached to define organizational learning as an independent construct. The report provide a fram= ework which offer a fundament for future development of methods to achieve meanin= gful progress on safety and to how measure this for administrators of complex systems.
